National Bilateral Project implemented in the last few years:

I

• Bilateral Project Cooperation between National Employment Service of Albania and Swedish Labour Market Board ( AMS).

• Project Title: Efficient Employment Service in Albania

• Overall Objective:

To promote a better functioning of the Albania Labour Market and a growth of the employment in the country, by help of a more efficient and effective National Employment Service. ( NES).

• Specific Objective:

To improve the quality and the effectiveness of Public Employment Services for employers and jobseekers in Albania;

To develop a new management labour market information system at the NES as a basis for launching the objectives and results based management;

To launch a new staff training model for the NES in order to raise staff capacities;

To improve communication and coordination, both within the NES and externally with all stakeholders.
• Donor

The Government of Sweden through The Swedish International Development Cooperation Agency,( SIDA) and the Government of the Republic of Albania through the Ministry of Labor and Social Affairs.

• Implementing Agencies

Swedish Labor Market Board (AMS) and National Employment Service of Albania.

• Budget:
Fourteen million Swedish Kronor ( SEK 14.000.000) from Swedish Side and 160 .000 Euro from Albania side.

• Bilateral Project Cooperation between National Employment Service of Albania and ANPE ( National Agency for Employment of France).

• Donors:
Ministry of Employment, Labor and Social Cohesion of France through GIP International.

• Implementing Agencies:

ANPE of France ( National Agency for Employment of France)

• Objectives of the Project:
Improvement of the employment service system in Albania, in order to reach the European Standards by introducing contemporary methods of Public Employment Services and staff training and management training.
The project is carried out focused in four pilot offices :
• Tirana (Capital of Albania) Regional Employment Office;
• Durres Regional Employment Office;
• Shkoder Regional Employment Office;
• Korce Regional Employment Office;

Duration of the Cooperation:

From 2001-2005 ( every year a specific agreement is signed between the respective Ministry of Albania and of France).

• Budget:

The French Side cover all the expenses for the French experts working in Albania, during the carried- out activities, and all the costs of studies visits of Albania staff to France. The Albanian side covers all the expenses for the Albanian staff of National Employment Service Headquarter and Regional and Local Offices during the activities carried out in Albania.

• Activity carried out:

New methods used by NES in the employment service, for example: Action Plan Methods, using new professional methods with regards to jobseekers and with employers interviews.
New methods used for the improvement of the public management for example: Developing by changing.

• Project Title: “Career Development Center” changed into “ Career Development”

• Donors: Foundation : “ SOROS” and “National Employment Service”

• Implementing Agency: “ SOROS” Foundation” and “ National Employment Service”

• Overall Objective of the Project:

To contribute in awareness increase on the part of policy-makers (decision-makers), community (parents, businessmen) as well as the large public in general, through a concrete model realized in the Albanian environment – on the important role of the career development program- in the preparation of the youth of today for the challenges of the future.

• Duration: 01. July 2001-31 December 2004.

• Budget:
The project is financed by : “ Soros Foundation” with a contribution of 100.000 $ and 42.000 $ by National Employment Service. The contribution of NES is in premises and services.

Activities carried out ( Impacts):

• Implementation of the Career Development Curricula in the Pilot Schools;

• Organization of Career Day Meetings;

• Career Advising;

• Individual Counseling.

• Information Giving and Sharing.

• Project Title: “Local Development through democratization, education and job creation in Dibra Region”

• Donor: Danish Ministry of Foreign Affairs.

• Implementing Agency: “ Aahrus Business College of Danemark”

• Project Goal:

To promote local development through enhancement of the participation of stakeholders and citizens in local development processes in the three municipalities of Peshkopia, Burrel and Bulqize, the Dibra region.

• Duration: 1 February 2003 -31 January 2005.

• Activities Carried out linked with the National Employment Service:

A 5-day Seminar from 10-14 march 2004, for 24 Local Director Employment Offices on: “ Only action leads to change for the local employment office”;

A training Seminar for 9 counseling personnel from the Dibra Region Employment Offices, under the leading of a Danish Trainer for employment issues in collaboration with Albanian trainers ;

The Project financed also a study visit for the employment offices personnel of the Dibra Region in Durres Regional Employment Office.

• Project Title: “Support for Employment Policy and Social Dialogue in the Prefecture of Durres”

• Overall Objective:

Support for the reinforcement of the functioning of the labor offices of Durres and Kruje”

• Specific objective:

Elaboration and Installation of Online Employment Information System (through the use of computer technology) in order to have a better administration and efficient dissemination of information linked with the labor market.

• Donor: Marche Region contribution with 50.000. Euro (fifty thousand ), UNOPS
• ( United Nations Office for Project Services of Tirana ) contribution 40.000(forty thousand)USD and 17.000 (Seventeen Thousand) Euros by ISCOS Marche Onlus.

• Total Budget: 106.000 Euro

• Implementing Agency: “ ISCOS Marche Onlus ( Trade Union Institute), located in Ancona( Marche Region) Italy, in collaboration with UNOPS( United Nations Office for Project Services of Tirana ” for the Donor Side and Regional Employment Office of Durres, and Local Employment Office of Kruja for the Albanian Side.

• Duration : From 1 November 2003- 30 June 2004.

• Activities Carried out ( Impacts):

Installation of : “Online System=Punesistem” with web: www.shkp.gov.al. This kind of system begins its functioning from June 2004. This system is under a monitoring process.

Training of the staff on how to use this system has been realized.
