THE ORGANIZATION

I- The Tripartite Administrative Council ( The Council)= Central Level

The Tripartite Administrative Council (the Council) is the highest decision-making body of the NES.
The Council is headed by the Minister of Labor and Social Affairs (MOLSA) and is made up of 13 members who represent:
• the Ministry of Finance, the Ministry of Industry and , the Ministry of Education and Science, the National Employment Service, the Social Security Institute, and the State Social Service.
• Three of the 13 Council members come from employee organizations that are best represented in the National Labor Council and
• Three members come from the most represented employer organizations.

Regional Administrative Council and Local Administrative Council composed by 6 members : 2 from trades unions organizations, 2 from employer organizations and 2 from employment offices.

II- The General Director: GD is proposed by the Minister of Labor and Social Affairs and appointed by the Prime Minister.

The General Directorate is responsible for leading National Employment Service between the meetings of the Tripartite Administrative Tripartite.

Regional Level: 12 Regional Employment Offices that are located in the 12 Centers of Prefectures.

Regional Offices in Albania carry out the activities of the local offices. That means that regional offices like the local offices provide services for the jobseekers and the employers.

Local Level: 24 Local Employment Offices.

Vocational Training:
9 Public Vocational Training Centers in Albania situated in Tirana Region (2), Shkoder Region, Elbasan Region, Vlore Region, Tepelene for the Region of Gjirokastra, Durres Region, Korca Region, and Kavaja.
